IfAbruptRejectPromise is a short hand for a sequence of algorithm steps that
use a PromiseCapability Record. An algorithm step of the form:

means the same thing as:

a. Perform ? Call(capability.[[Reject]], undefined, « value.[[Value]] »).
b. Return capability.[[Promise]].
